It sounds like you need to run some malware detection software and possibly do an anitvirus scan.
Unless there is a malicious programme running on your computer these IP addresses can't "suck" data from it - the data is sent.
This is how trojens and viruses work.

Block it in the router settings. Log into your router and you should see section where you can list sites to block. On a linksys router there is a tab for Access Restrictions. Just go to 192.168.1.1 in a brouser to get to your router.
