how to construct a toy car with a dc motor which can operate in a four quadrant (motoring /regenerating )??
wat should be my motor rating ?
i am using choppers to operate it ?

Not many people know about 4 Quadrant motoring electronics.
Even fewer people know about what kind of DC motors that can actually
regenerate enough at low RPM to be effective.
Suffice to say toy cars with fractional horsepower do not qualify.
You will have to also have a self adjusting inverter to return power to a
high charge rate battery or be ready to dump energy to a Power Resistor
when braking by regeneration.
