Well, yes, but it depends where you are in the world, and what you are. I know I can buy it, but I have professional sources.

This is concentrated acid. I doubt a supplier will sell it to you unless you can prove a bona fide reason to buy it.
other than that I think your going to be disappointed.
Such products are incredibly dangerous to use and handle. Not for the amateur.
