Fill a bag with flour and twist/tape it closed REALLY TIGHT done
Actually if you wanted to construct something to your specific needs on the (somewhat) cheap, Sky Writers use the chemical 'titanium tetrachloride'. It reacts with the moisture in the air and the reaction causes thick plumes of white smoke as it oxidizes. Granted it won't be as thick as when used in sky writing because there is more moisture that high up generally; but whenever I've used it for stage effects or haunted houses it has always provided a generous smoke screen. I'm not sure it can be colored, if that's a concern for team marking in paintball, but its a very thick, white smoke that disappatesa short while after oxidizing. I might suggest a thin glass ampule filled with the tetrachloride or maybe a safer route would be a water balloon or some other easily breakable rubber container. I know that it can be somewhat corrosive, I'm unsure as to what degree though so the rubber may not work. You could always build a re-usable metal container, an egg timer could relay one end to open and it would even be possible to outfit it with a CO2 canister so that the tetrachloride would spray out, thus emitting a higher volume of smoke at a quicker rate. Anyway I hope this helped, if you'd like any other info you can e-mail me at uncharteddesigns@gmail.com and The link below is to a few online chemical supply shops that ship lab grade chemicals properly for decent prices. (I found a 100ml bottle of Titanium tetrachloride for $48 bucks)

If you want a completely flameless smoke bomb/ grenade go here, these grenades are Colorado Milsim Airsoft, dry season approved. They are a little pricey though...

First things first. Push your Caps Lock key again before you post again. (just being helpful) Look under the related to the side of the screen, you might find something like what your looking for. The search box does wonders too. You don't say how big you need the smoke to be so here is a simple small version. Fill a balloon with flour and air, when the ballon bursts the air pushes the flour out and ....POOF you got smoke. Now to make this better take the ballon and put inside a tube with a gravity activated trigger so when thrown the air forces push the flour out the other end of the tube. It's not rocket science but will take a little testing to figure it out.

thanks but i didnt notice caps lock was on (no im not ADD.) by the way the search came up blank and the related section has pull strings but they still burn. Im thinking of putting you're flour balloon in a dry ice bomb. that is reinforced with a breaking point for less shrapnel. thanks again
Hey,you have the same pic as me!
I thought about the dry ice angle but I think that in practial terms it wouldn't do what you want it to. If you wanted to make it more powerfull you could use the small CO2 and have it be your propellant, but your adding complexity and cost that way. Just some ideas for you to explore.
If you really want to, there are certain chemicals you can mix, just find the formulas on google. However, you have to pay for these chemicals, although most aren't very expensive, but you also have to have a way to contain them, and the smoke may not be thick enough to obscure anybody's vision, you just have to look around and find what you can find. If you have a little money to spend, rap4.com has cold burning (you still have to light them with a lighter, match, etc. but they don't burn after the fuse has gone down) smoke grenades for $10-$15.
