a microcontroller is an integrated circuit - it has the whole computer on one chip, save a few support components - but by itself it doesnt do much. They need extra hardware to interface with anything non-communications level, like motors or power leds. They can be programmed in machinecode (assembly) or a higher level language, such as C. google programming microcontrollers for more info. I strongly advocate the arduino hardware/software environment. It has plenty enough power for simple robots, and is super easy to learn. www.arduino.cc
