It doesn't matter which side of the solar cell it goes, as long as it's pointing in the right direction. If it's connected to the +ve of the cell, the band should be AWAY from the terminal. If you're after every last bit of voltage from it, It's best to use a schottky or germanium diode. Normal silicon ones will work but the other types give you around 0.4v more to the circuit.

Usually, it goes before any other circuitry to prevent your rechargable battery discharging through the panel in low light conditions.

technically, it should be located downstream of the panel. There's usually a bar graphic on the diode to show where it's cathode is. That's the side that gets hooked to the load, the other side to the solar cell's + terminal. diode.jpg Agree with Andy on the selection of diode to be used. The lower the diode drop, the better.
