solid state transistor, commonly found in phone chargers
Its a TO--220 package style, power transistor.
If you are looking for a regulator pinout.
BTW I can only make out a "2"
There is ZERO point posting an out of focus picture, when the numbers are what we need to read.
It apears to be a transistor of sorts but with out an in focus picture thats all I can say.
