Your instructable has been selected by someone on the covert team of instructables staff and members-at-large responsible for tagging items that may be of great interest to all. The instructable is then "featured" or shown in the featured column on the home page. Since it is an older instructable, it still can be featured at any time. It may be relevant to a contest or something. It may turn popular and added to the popular column on the home page if it gets enough interest. I don't think you can tell when it was featured unless you remember getting an email about it or go through the featured list. Look at the stats/more property on your instructable to see who featured it.

It means that it is a good enough instructable to be on the front page

It just means you made a sweet instructable and the staff wants to show it off. Good job!
