I couldn't really find many non-toxic powders but this may be good.

Washing powders aka laundry detergent, but these aren't good for the skin. Zinc sulphide (sulfide) would be better if you can find some (school?) it's fairly harmless. L

I LOVE glow in the dark science!! You could use zinc sulfide which is a glow in the dark powder that is found in craft stores or here (http://www.stevespanglerscience.com/product/1586), but if you were really looking to do a demonstration about germs, there is a lotion made specially for that activity. It is called GloGerm and you can find it here: http://www.stevespanglerscience.com/product/glo-germ-lotion Best of luck to you and your scouts!!

This glow in the dark powder should be effective and cheap, especially when mixed with some mineral oil (sold near the laxatives).

But why not use containers of nutrient gel and let them see (and smell) the actual bacteria from their hands? This would help you explain to the girls that some kinds of skin bacteria are good and some are bad. (Technically, 'good' and 'bad' also depends on concentration, location, and your immune system, but I don't know how old your girls are.)

Laundry detergent is the only one I know that glows under black light.
