Last time I visited the jelly belly factory my sis bought a huge bag of those for just a few dollars! They are a great deal to me because they still taste normal but there cheap.

its a good idea for them to do that because otherwise they would throw them away. (they didn't purposely make them that way the were just a deformity from the production process.) and they didn't put them in regular packages because, as lamedust said, they don't quite meet all of the companies standards for size and shape.
