Can Somebody Please Help Me With Halo Map Tools?

I Just Recently Downloaded Halo Map Tools V. 3.5, and I can't get it to work right. I've tried opening the map tools, but my computer keeps giving me this error message saying that it couldn't be opened and the action was terminated. If anyone could help me, I would Appreciate it very much...

If you successfully downloaded the package, I would think it might be in a zip or rar format.  Look at the file name if it has a .zip or .rar extention.  The files are in a compressed format and need to be "unzipped" before you can run them.  It seems they are not the self extracting kind if nothing happens when you click on them.  You can download winrar or winzip or other utility programs to do the job.

Thank You SOOOOOOO Much!!! I REALLY Appreciate your help, but I've extracted the files, and it still messes up. Then again, the web site I got the tools package from had people complaining about problems, so I guess that was my fault for downloading anyway. But again, you don't know how much I really Appreciate your help.
Just some tips:
Always scan for viruses if you are downloading something.
Use the "reputable" or official site for your source.
Make sure your computer hardware can handle the software - enough RAM/speed/video graphics
Make sure your drivers are up to date, service packs and patches
Always have a backup of any important data.
Know how to uninstall things or revert back in case things go bad.
And look for the specialized forums on your topic to get specific help.

Sorry... I haven't been able to log on for a while ( I don't have Internet, I use school and library computers) think I've Figured out the problem: I'm running an older version of windows and need to download and install the Microsoft .Net 4 Framework to my computer, but I can't because again, I need Internet to fully download and install it.( I found out about the framework from a HMT Readme.) Thanks for all your help!!!
