Oh, and; "Sometimes it's easier to ask forgiveness than permission." (I forget where that came from)

government <-> forgiveness That might qualify as an oxymoron. Shirley, you jest!
I think RS means the government asking forgiveness of the people.

And, mad sheep that they are, "the people" tend to give it.
