Solar Air Con for animal shelter

I am thinking of moving to a warmer country ( SW France ) than England but I have a small pack of huskies that I would like to keep cool in the warmest weather.
I was wondering if it is possible to use the solar energy available in abundance to provide an air cooling system for them.
I realise that aircon normally requires a lot of electricity but I am only looking to keep a small space ( block built shelter of about maybe 7-800 cubic feet ) cool and hoped that this might be possible.
Any ideas ?

I would recommend passive design if you have the ability to build the shelter from the ground up. Start with thick concrete or adobe walls. Simply insulating from hot exterior air helps enormously. Minimize windows which pour in heat. Paint the outside and roof white. If you use a metal roof, insulate under the roof to block radiant heat. Make the ceiling as high as possible Make all the interior ceilings slope upward to a point and put a ventilator there. Hot air will rise up the slope to the point and be removed. You can also dig down into the earth to benefit from the pooling of cool air and the natural insulation of the soil.

These are all techniques used in pre-air conditioner building of the American Southwest and other dry climes. They are surprisingly effective especially if humidity is low.

I personally would not rely on solar power to keep animals safely cooled. Solar powers Achilles heel is reliability. You never now exactly when you will have power and how much you will have. It's okay for use as an additional power supply for a more reliable system but it should never be used as baseline power for any critical system.

.  You can supplement  with some evaporative cooling for the hottest days (possibly solar powered but don't depend on it - design so the solar powered part is strictly for extra comfort).
Wind tower ? Use convection to drive air currents through the building ? If the climate is dry, then evaporative cooling can also be incorporated. ( See "swampcooler")
