In arduino programming, you are setting up a variable or memory place to hold integers(int) called Led(it could be most any name) and giving it a value of 13.
You see this statement a lot because it makes it easy to reference a digital pin by calling it a name instead of the number that you might have an LED wired up to. If you are using a standard Arduino UNO board, there is a built in LED on the board which is hardwired to what is pin 13. You can just set Led to HIGH to turn on the LED. Arduino.cc or Adafruit has a lot of tutorials for begining arduino programming. Good luck.
