Would This Circuit Work?

A while back I designed this circuit, and to my knowledge it should work, but I just want to get a second opinion. It is a game in which there is a circle comprised of 12 LED's and the goal is for the user, to press a button, and stop clock so that the green LED in the circle is lit. There is another switch in the circuit so that the user can reset the game at any time.

I'm sorry that the picture is very faded and a bit cluttered.

Any help is appreciated, thanks!

I dunno. Have you prototyped any part of it on a breadboard yet? I don't know if there are any virtual circuit designers that you can put this in for a simulation.
