I go to datasheetcatalog.com and enter the letters and numbers from the chips into the third field. Usually I change the 2nd field to say "start with" and it'll come up with a list of devices to choose from. Choose the one that looks the most promising and then click to view the pdf of the corresponding datasheet.

You'll then be presented with a document that usually gives you a B/W picture of the device with a description of it's use, pinout, etc.

There are other places to look such as http://www.alldatasheet.com/

Google. try keywords like electronics and electrical parts & what they do. if that doesn't work try a book called "basic electronics" by a guy with the last name Marcus (don't know his first name)

Go to mouser.com. or digikey.com, other other suppliers. They all feature a search engine to type in a part number. If not that, go to the companies web site. If you don't know the manufacturer, Mouser and Digikey have legends usually featuring company names and logos while searching.
