balloons falling from a roof

how would one rig up a system to make balloons fall from the roof like in the movies for proms and stuff like that? It would be awesome to set up for a random day at home, or my sisters 21st birthday or something, freak them out

. It looks to me as though they put the balloons in two pieces netting. The pieces of netting are held together with a light cord that is threaded/woven very loosely to hold two edges together. Suspend net with the rip-cord in the center and fill with balloons. Pull the cord out to release. . But I've never actually seen it close-up. I may be way off base. ;)
