That's kind of the point, the idea is that the bike is so ugly and unique that no thief would want to steal it as no-one will buy it off them afterwards. At the end of the day, a bike is a practical item, it doesn't matter what it looks like as long as it gets you from A to B as fast as possible.
A lock isn't foolproof, if someone's determined enough to steal a bike, they'll cut the lock with bolt cutter and take it.
