After a some Googling and a little experimentation, this is my final result. Whether you enjoyed Blue Moon as a child, or you’ve never heard of it, you are going to love this rendition.

½ cup granulated sugar
1 teaspoon vanilla
1 teaspoon raspberry extract
1 teaspoon lemon extract
1 packet of Duncan Hines® Frosting Creations™ Cotton Candy Flavor Mix (or sub 1 tablespoon vanilla pudding mix)
1/2 teaspoon blue food coloring
1 1/2 cups whole milk
1 cup heavy cream

(why, yes, I did grow up in Wisconsin)
maybe we should make an instructables group to test and refine the flavor combinations and compare them to the different brands that make blue moon. My favorite was always Chocolate Shoppe.
So I have no resource to get the cotton candy flavor mix locally, but used the vanilla pudding mix instead. I also used closer to half as much blue coloring as the recipe said and turned out just right for me/ what i remember of the color.
The downside is that while the flavor is quite good and reminiscent of the brand I usually ate, it is missing something, not quite fruitloop-y enough (maybe needs orange flavor as well) and without the nutty flavor (think almond) that many of them are actually based on.
That said, this was a fantastic excuse to have a couple of beers and shake the demons out of a bag of salt and quickly melting ice and is a perfect beginning to my future experiments in Blue Moon Mad Science.
All Told: It still made a delicious batch of homemade ice-cream, fun flavor, and about 1/3rd of the way to a big tub of homemade Superman.
