I taped the bottom piece in place because I wanted to be able to reach inside the dryer if needed. And I did have to get inside when I upgraded to the cabinet fan.

Plug it in and that's it!

BTW, If you get back home with your boots soaken wet, you can always stuff some old newsprint in them for a few hours. This will wick most of the water out and greatly reduce drying time.

Great plans. I have one suggestion, what about putting caps on the ends of the pipes. Then drilling a bunch of holes in the caps and an inch or two down the shaft of the pipe. I have good luck with this on my two pipe dryer. I am currently building a dryer for my wetsuit boots, which has to use a fan instead of a hair dryer, which is how I got to your project.
