O.K. Click the start button go to the search bar and type cmd
Right click on the first icon and click "Run as Admistrator"

You'd have to log-on as Administrator to do this (and you could do the same through User Accounts). If they've not protected Windows with a password why not set a BIOS password and change the boot-sequence (e.g. to floppy only)?
