You may just need to adjust your timer clock. So with an LED and a resistor make sure you are getting on and off at pin 3 of your 555 timer. If not adjust your 1 MEG potentiometer. If that checks out then try to drive pin 15 low with a jumper, maybe your reset circuit is malfunctioning?
You could have a dead battery too. I gave up on trying to use batteries to experiment with a long time ago. They always went dead on me and then I had a lot of trouble making circuits work. Once I made a bench power supply things started working a lot more for me.

This is more suited for a forum topic than an instructable. But did you check the polarity of how your capacitors are wired in and also the zener diodes. What happens when powered up? Smoke? No Lights?
