how would i make the circuit if im using the AXE027 cable and the chi030 ? im super confused. can i download the data from the computer to the picaxe 18m2 using the chi030 or do i have make a separate download circuit ? please help. thank you

If you check Appendix B of the CHI030 documentation it mentions in the parts list a CT1 which is a 3.5mm stereo PICAXE download socket. That's where the AXE027 goes.

Possible causes:
1) Hardware not connected.
2) Hardware not powered.
4) Hardware needs reset.

Have you installed the drivers and do you see the USB to Serial device in your control panel's devices list? the AXE027 driver was not a straight forward install from what I recall. Check to see if your Windows (assuming that's what you are running) recognizes the AXE027 when you plug it it before you connect it to your picaxe dev board.
