the size question is really going to depend on how tightly you crochet. I am a *really* tight crocheter and with baby yarn, my cupcakes typically come out the size of a child's fist.
You may want to try using crochet thread -- available at any craft store. For that you will also need a smaller hook -- possible even one of the steel hooks that are identified with numbers. I don't usually get into thread crochet myself, but if you check out the Crochet Guild of America web site, you're sure to find some hook size suggestions!
Also you have mastered the amigurumi style.

Once you've had time to practice chain stitch, single crochet and half-double crochet, you'll be ready to jump right in to this pattern!
