1. computer and printer
2. exacto knife
3. masking or painters tape
4. cutting surface
5. spray paint
6. something that you want to decal.

Uh, no.
Decals are basically stickers... usually vinyl film with an image already imprinted or painted on them. No paint required.

Stencils are masks used to "guide" paint.

This instructable should be called "Custom Paint ANYTHING", to avoid popping up when I'm searching for actual decals.

this isnt a decal, this is a stencil. decals involve sticking some kind of film or paper with a graphic on it onto something. stencils use negatice space to create images on surfaces with paint. this is a stencil.
