Hold on to the strip and now flip the other side of it against the other side of the flash. Now you see how the velcro-tapes get against eachother on both sides of the flash.

This shot is quite clear and shows how it goes on. (Again, too many "sides" to keep track of.) The end of the plastic strip that was being held on the flash in the previous step is now at the rear of the flash in this photo. It's on TOP of the loop tape. Of course, it doesn't matter 1) which side of the flash head either end of the plastic strip is against nor 2) whether the loop or the hook tape is facing away from the flash body. It will work exactly the same in any of the four possible arrangements. The advantage of having the loop tape facing out, as in the photo, is that it won't grab onto fabric, etc., as the hook tape will.
