For practical purposes, nap direction needs to be considered in relation to other garments to be worn over or under the napped garment.
If the wrong combination is used, things will creep and crawl, instead of draping beautifully.

Nap should actually be facing upward for a much richer look to the fabric. So that when you stroke it downward it feels rough, upward it feels smooth. I learned this in my 7th grade sewing class.
