It's part of the sci-fi/fantasy genre where advanced technology features prominently, but the settings are based on a period in history, usually the British Victorian Era. Jules Verne books are often called Steampunk, as is the excellent Mortal Engines series.

Steampunk is a variation on Science Fiction. It is as if a Science Fiction role playing world took off as a variation on reality beginning somewhere before 1910 or so. There are a number of books and articles on the web that explain it in detail.
