This works because to light the LEDs (on some boards with the crystal described in the intro), the Xbox uses PWM. Which means pulsed width modulation.
Basically, it send the power to the LEDs in quick pulses, so this mod uses them pulses to trick the Xbox into thinking you are pressing the trigger really quickly.
Clever.

The way he did it was great, ingenuous and works- if...
...your controllers circuit board looks EXACTLY as his does. this is to say that the silver "box thingy" must be on the top of your controller(somewhere in between your joysticks). not on the bottom. Also if your P1, P2,P3,P4 LED's are numbered using "D21, D20...etc" instead of just "D1, D0...etc"
in the case of "Most" americans, you will have the similar problem with the button just acting like a second fire button...i.e. no rapid fire for USA.
I do believe that since he is apparently from GB or somewhere in Europe, their controllers are wired differently than USA's are.
Now my reasoning behind this theory, and yes, it is my "Theory", I also have the Halo3 edition console and controller, as he did. He has the old circuit board in his controller, the one with the "Pulsating LED's" which is key to making this thing work correctly with no extra hardware.
