THANK YOU for linking to dangerously fun, I found this there about 6 months ago and when I saw the Instructable I wondered if you'd be honest or not. It's annoying to see people copying without any credit to the maker.

You cut out the narrow diamond shapes, then roll it up into a cylinder and squeeze in the middle to constrict it into an hourglass shape. The extra strips sticking out the end presumably make the "belt" part, but you could just as well make that out of a separate piece of card.
