Good Instructable on electrolysis though
Now for fun, get an old arc welder, use carbon rods, set up a submerged arc in water, capture the gas released (known as Brown's Gas) which you can pump into tanks and burn like propane in an engine. The technique is likely as old as you and it is fun to play with. The carbon from the rod joins with the hydrogen in the water to make carbon-hydrogen gas that is very burnable indeed. I played with this in the '80's and we ran a small emergency generator on the gas rigged with a propane carburetor.
* In hydrogen internal combustion engine vehicles, the hydrogen is combusted in engines in a similar method to conventional engines
* In fuel-cell conversion, the hydrogen is reacted with oxygen to produce water and electricity, the electricity used to power motors and the like
