I've experimented with a few different designs, and these cuffs seem to be the best blend of style, strength, and practicality. They're easy to put on and take off quickly (unless you happen to be the one wearing them) and on top of that they're comfy to wear and will stand up to serious struggling.
Some basic sewing experience is useful here, but there is plenty of wiggle room in the measurements and messy seams are easy to cover up.

Supplies:
-Pretty fabric: (Two pieces, about 8"x6" each) I prefer velvet, but anything pretty that's soft against your skin will work.
-Structural fabric: (same dimensions as the pretty fabric) Linen or denim or canvas, something to give your cuffs a sturdy base
-1" Nylon Webbing: (two pieces, about 12" long each)
-1" sewable velcro strips (two pieces each of 'hook' and 'loop' sides, about 4" long)
-Two 1" D-rings (not shown)
-One double-ended clip (not shown)
Tools:
-Sewing machine (not strictly required, but it makes this project ten times easier)
-Thread to match your fabric
-A measuring tape
-Pins
-Scissors
-A lighter (to seal the ends of the nylon webbing)
