Measure around your wrist (or the wrist of whoever is going to be tied up) and add two inches. This will be the long side of the fabric rectangles you'll start out with. Make the other side about six inches. Cut both the pretty and the structural fabric to these dimensions. For example: My wrists have a circumference of about six inches, so I cut out rectangles that are 6"x8".
Lay the pretty fabric down on your work surface with the pretty side down. Place the structural fabric on top of it, and trim about half an inch off every side. Fold the edges of the pretty fabric around the structural fabric, pin them, and stitch them down.
