Your webbing should be the length of your fabric rectangles plus at least four inches (so if you cut the fabric to 8", your webbing would be 12"). Melt both ends of the webbing with a lighter so that it won't fray.
Pin your velcro pieces to either end of the webbing so that you have the hook side facing up and the loop side facing down (or vice versa, the important part is that they're on opposite ends and opposite sides).
Stitch the velcro down to the webbing, going around all four sides and making an X through the middle.
