Lay the webbing on top of the fabric so it covers up the seam. Match up one end of the strap to the fabric and pin it down. Secure this end by stitching around the edges of the velcro again.
Slide a D-ring onto the strap so that it's up against the edge of the velcro. Stitch down the webbing on the other side of the D-ring, getting as close to the ring as you can. Go back and forth over the webbing on both sides of the ring a couple times, this is where the stitching will take the most strain.
