"Rouget" - a fish species so I'm going to guess that "fish f.i. rouget" is 400 grams of rouget fillets.

A little more poking reveals that a number of white-fleshed fish can be substituted for red mullet. Flounder, grouper, sole, haddock, ocean perch, orange roughy and tilapia are all suggested as substitutes.
