You should (but do not have to) do a “practice arrangement” by laying the feathers out over your wire frame and newspaper sketch. This will help you decide if you a) need additional materials b) need to cut some feathers down or re-shape them c) if all your feathers are pointing the right way. It will also help save time when it comes to glue them!
