Step One: downloading NES
First, you will need to go into the Cydia installer application. After it loads up, go to search and type in this: NES. Very simple. Scroll down to the "N's" and click on NES. Install it. The icon will look like the one in the top right corner of the picture.

But technically, if you own the NES game at home, it is legal to have more copies, in whatever format are those copies. That's why downloading a ROM is legal, considering you already own a copy of the game. Of course, Nintendo will once in a while bash into your house and verify that you truly possess a physical game when you downloaded some ROMs.
