Alternative to this if you have it, is to use a small vice. If you have a lot of welding to do, and don't want to constantly wrap and unwrap the tubing but want a strong grip on the rod, that's the best way to go.

 i think the idea is that the innertube stays on there, it just makes it harder to squeeze therfor clamping down on the electrode harder.
