That way, if they're hungry, they know they can just go and get something without having to beg, which has another useful knock-on effect in that they become less possessive about food, because they know they're not going to go hungry whatever happens.
We've looked after dogs for other people which were quite possessive over food, but they got the hang of it very quickly, and dropped their old habits within a couple of days.

If they try to beg, take them to another room and leave them there while you finish your meal etc. Before long, they'll get the idea that to be part of your "pack" they can't beg for food.
An alternative is to ignore them completely, and don't give them ANY scraps when they beg, whether you've finished with the food or not - my wife says she thought this method worked best with our two dogs.
Of course, if you're happy to continue giving them scraps, do it by your rules - if they don't beg, they get some as and when you're ready, but not before. A good way of reinforcing this is to give them the scraps elsewhere from where you're eating.
