How if the robber block the car's way?
I think It's better if you will turn the car-hook up to give way.. :)

It might work better if you add the car's hook angled up 90 degrees about the middle of the car. That way the rubber band stays behind the hook and the car has no chance of hitting the band and getting tangled up.

in my modeling/tech class, we made paper gliders similar to this, we used paper flaps to guide them over the band smoothly.

Why not find something to act as a 'seat', make it more like a slingshot. IE a small strip of leather with grommets at either end, run the rubber band through the grommets and to send the car racing, pinch it in the leather strap, pull back and let fly. Plus then you won't need the hook, or to tape the car over. Just a thought.
