If you're a limited user, have an admin allow write permissions to iTunesprefs.xml.

then make sure that iTunes is closed (check the taskmgr for instances of iTunes.exe & iTunesHelper.exe) and make sure that write permissions are enabled on the file. You may have to change the ownership of the file to your account.
