Yes - that's exactly right. It's a piece of bath foam - costs about £0.50 GBP and I cut a strip that fits under my strings.

The purpose is to 'kill' the sustain of the notes - which also makes the notes much 'thuddier.' It works great for reggea and classic r&b - and also some modern hip hop type stuff too.
