Open up Control Panel
Go to the Control Panel and open up Accessibiity Options, then click the Mouse tab. Check the Use MouseKeys box, then click Settings to edit the speed of the cursor, etc.

It would be really cool to see a video of this used in a situation where it'd come in really handy. Maybe a video of it being used in a game or in a graphics program.
