This works for mostly all unorganised blocks. But I must tell you some stuff. 1) Google cache is generally blocked for blocked websites. 2) Most proxies get blocked eventually. 3) Many proxies can steal your identity. 4) You can get into trouble if you use them.

If the site is mostly text and pictures, then you can search it in google and click on the "cached" button, and you can look at the home page of the site.
