You can set this all up on a flash drive at home. I downloaded a portable opera browser ( http://opera-usb.com/download.htm ) and saved it to my flash drive. then do the same with the Ultrasurf or whatever you want to use. You can set up the proxy for the opera app the same way you would the full browser. If you do it this way you don't have to worry about downloading restrictions at school, none of this will be on your network drive and it can be used on any computer.

the opera program does work on macs, right? i need a failsafe way of getting through the phantom technologies web filters, so i can swindle money from calssmates to unblock thier accounts.

These are all great suggestions, however some of them may not work. -Some networks set up on a domain could be controlled by group policies through AD. This could prevent you from installing anything anywhere. -Attempts to use proxy servers, proxy software, etc. could be blocked by something as simple as a Packeteer, which manages network/internet traffic based on protocol and port usage.
