Nice 'ible' but it's as old as the hills. These were made at leas as far back as WWII (1940's) and probably earlier. It actually helps if you use a candle sliced up and used as a bearer against the long leg or stick. Anyway, these were known as cotton reel tanks and instructions were often shown in the 'Boy's Own' type comics and papers of the time.

Agreed, the wax will slow it down, it's meant to. If you use a really powerful rubber band and wind it up to the max then it will loose most of the power simply unwinding too quickly. The original 'rubber band tanks' had the edges notched to give a rudimentary form of traction; a bit like mud terrain tyres on a 4x4 vehicle.

May I ask? Do you pin the one end of the rubber band? This would be the end opposite to the main arm. I seem to recall that they used to be pinned into place in the ones I remember. This was using wooden cotton reels mind you so if you have plastic ones you'd need another method.

By cotton reel, did you mean thread spool?
What does the top picture have to do with this project?
How is this supposed to even work? Need more information and pictures. Sounds mlike you just threaded a rubber band through the spool. How would you apply this to a project?
