This seems very incomplete: What's a "cat eye"? How many LEDs? What are the specs for the LEDs? Why red LEDs if there is already a red lense? Where are the current-limiting resistors needed to properly power (almost all) LEDs? What power source? On/Off switch? Waterproofing the completed assembly? Honestly, I think you need to remove this instructable until you have documented complete instructions and photos.
