So, you'll need:

A drill, or other hole making device. (I used a 7/32" drill bit to make the holes.)

Zip/cable ties.

Scissors.

A piece of corrugated cardboard.

And a bike with a milk crate.

I've always thought that my rear rack milk crate was the perfect place to attach little bits of my mind. This is definitely the way to do it. One suggestion: use coroplast instead of cardboard. Coroplast can be found all over your town during election time. The candidates use this waterproof cardboard, and some of them will let you have all of them you want. It has the same crafting abilities as cardboard, but will undoubtedly endure greater abuse.
