First of all to know the value of a resistor you must identify the color in each resistor
1.To identify each color in a resistor you must first memorize the color codes
Some resistors have 4band color codes and some resistors have 5 band color codes and some 6
Here are some examples.
Memorize them for the mean time,because you are about to calculate the color codes on step 3

On a Commodore 64 simulator, and I wrote reading resistor program.
First it asks if it’s a 4 or 5 band resistor. It adjusts how many significant bands there are then it as what color each band is (left to right). Then it matches the band color with its value (i.e. blue would be a 6). Make’s note of value and continues with the remaining significant bands, keeping track of the values. Then it will asks what’s the tolerance color and it does the same thing as before matching the colors with the appropriate values. And finally it displays the ideal value, the lowest and then the highest possible values.

Truth is, you're kinda screwed, unless you've learned to compensate for Red/Grn or which ever of the three varieties form which you suffer. For installed resistors (debugging an existing circuit) maybe and In situ Ohm meter, (those in circuit test tools that don't require desolder) or desolder one lead and test using DMM would be the only alternative I think, unless you have a second set of eyes... For design and fab, I'd be inclined to buy in bulk and store in clearly labeled bins.

10% of 3K is +/-300 ohms, so the "3K" resistor is between 2.7 and 3.3K. It can make a difference, it may be worth commenting on. L
